The opening ceremony of Shenyang Power Group was held at the international conference hall of the 21st Century Building, Hunnan Development Zone, Shenyang city, at the time of 9:58 a.m., June 8, 2009. The leaders present at the ceremony include Mayor of Shenyang City, Mr. Li Yingjie, deputy Mayor, Mr. Wang Ying, relevant department leaders from Shenyang municipal government, representatives from each group member companies, especially-invited guests, and etc.

The establishment of Shenyang Power Group has been specified as one of the key works for the Year 2009 on the 15th routine conference for the 14th Shenyang Municipal Government. From the very beginning of preparing for its establishment last year till today's put-up-plate ceremony, the set-up of Shenyang Power has obtained high importance attached by both Shenyang Party Committee and Municipal Government during such period of time, no matter in policy or in coordination, who granted us strong support and help. Especially from Mr. Li Yingjie, mayor of Shenyang city and Mr. Wang Ying, deputy mayor, they show great cares and also provide guidance for the the establishment of Shenyang Power.

"Shenyang Power Group" is a large alliance enterprise with Liaoning Hi-tech Energy Group, Northern Heavy Industries Group Co., Ltd, Shenyang Blower Works Group Co., Ltd, Liaoning Construction and Installation Group Co., Ltd, and Liaoning International Construction and Engineering Group Co., Ltd. as the initiators. With various types of ownership including state-owned, private, and joint ventures for different members in the alliance, all members closely joined in this big alliance as an innovation under new circumstances and meanwhile in possession of the advantage of integrating multiple superior resources.
